WASHINGTON -- The top leaders in both parties on the House and Senate Agriculture committees have agreed to a one-year extension of the 2008 farm bill that expired in October, a move that would head off a possible doubling of milk prices next month.

Senate Agriculture Committee Chairman Debbie Stabenow indicated that the House could vote on it as early as Sunday evening. The agreement to extend current farm law until next October was reached as negotiators hit a snag on averting a broader fiscal cliff combination of higher taxes and spending cuts Jan. 1.

Agriculture Secretary Tom Vilsack said Americans faced the prospect of paying $7 for a gallon if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

FDA new drug approvals hit 16-year high in 2012

LONDON/NEW YORK (Reuters) - U.S. regulators approved 39 new drugs in 2012, the most in 16 years, suggesting that pharmaceutical makers are poised for growth after losing billions of dollars in recent years to generic drug makers because of patent expirations.

There were eight approvals in December alone, including a new treatment from Johnson & Johnson called Sirturo for drug-resistant tuberculosis approved on Monday, the first new TB drug in decades.

The pharmaceutical sector badly needs a pick-up in productivity as companies try to refill their medicine chests after heavy losses to generic manufacturers, which have benefited from a string of patent expirations that peaked in 2012. When generics go on the market at a lower cost, sales of name brand drugs plummet.

The tally of 39 new drugs and biological products approved by the Food and Drug Administration compares with 30 in 2011 and just 21 in 2010. At least 10 of the drugs had fast track status in 2012, which enabled them to be reviewed more quickly.

The FDA has met and exceeded its drug review goals under the Prescription Drug User Fee Act, in which drug companies help fund the drug approval process in return for an agreement by the Food and Drug Administration to meet regulatory deadlines, FDA spokeswoman Sandy Walsh said in an e-mailed statement.

She said the "pipeline of new drugs under development remains strong and is growing."

Major U.S. drug companies have lost about $21 billion in revenue this year from lucrative medicines coming off patent, while the hit for European businesses is about $10 billion, according to ratings agency Standard & Poor's.

This year's expirations have included Plavix, a heart drug made by Sanofi and Bristol-Myers Squibb, and Seroquel, an antipsychotic made by AstraZeneca.

Winning approval from regulators, however, is only part of the battle for drugmakers.

Investors will also be watching closely to see how the new drugs perform commercially once they reach the market, since securing payment for innovative medicines is an increasingly tough fight.

"The patent exposure will be less going forward, but where there is still a little bit of uncertainty is how much better the pipelines have become and how strong the recently approved products are," said Damien Conover, the director of pharmaceutical research at research firm Morningstar Inc.

The 2012 approvals included some medicines that are forecast by analysts to become multibillion-dollar sellers, such as Eliquis for reducing stroke risk in patients with irregular heartbeats from Bristol Myers-Squibb and Pfizer Inc.

But many others are for rare diseases, underscoring the drug industry's increased focus on specialized, niche products.

They include treatments such as a Kalydeco from Vertex Pharmaceuticals Inc for a rare form of the lung disorder cystic fibrosis and Signifor from Novartis AG for Cushing's disease, caused by over-production of the hormone cortisol.

The last drug approval of the year on Monday afternoon was for a drug to relieve symptoms of diarrhea in patients with HIV and AIDS made by Salix Pharmaceuticals Ltd.

There are also encouraging signs that the pick-up in new drug approvals could continue in 2013. The European Medicines Agency said on December 18 that it expected 54 new drug applications in 2013, up from 52 in 2012, 48 in 2011 and 34 in 2010.

College student's turtle project takes dark twist

CLEMSON, S.C. (AP) - Clemson University student Nathan Weaver set out to determine how to help turtles cross the road. He ended up getting a glimpse into the dark souls of some humans.

Weaver put a realistic rubber turtle in the middle of a lane on a busy road near campus. Then he got out of the way and watched over the next hour as seven drivers swerved and deliberately ran over the animal. Several more apparently tried to hit it but missed.

"I've heard of people and from friends who knew people that ran over turtles. But to see it out here like this was a bit shocking," said Weaver, a 22-year-old senior in Clemson's School of Agricultural, Forest and Environmental Sciences.

To seasoned researchers, the practice wasn't surprising.

The number of box turtles is in slow decline, and one big reason is that many wind up as roadkill while crossing the asphalt, a slow-and-steady trip that can take several minutes.

Sometimes humans feel a need to prove they are the dominant species on this planet by taking a two-ton metal vehicle and squishing a defenseless creature under the tires, said Hal Herzog, a Western Carolina University psychology professor.

"They aren't thinking, really. It is not something people think about. It just seems fun at the time," Herzog said. "It is the dark side of human nature."

Herzog asked a class of about 110 students getting ready to take a final whether they had intentionally run over a turtle, or been in a car with someone who did. Thirty-four students raised their hands, about two-thirds of them male, said Herzog, author of a book about humans' relationships with animals, called "Some We Love, Some We Hate, Some We Eat."

Weaver, who became interested in animals and conservation through the Boy Scouts and TV's "Crocodile Hunter" Steve Irwin, wants to figure out the best way to get turtles safely across the road and keep the population from dwindling further.

Among the possible solutions: turtle underpasses or an education campaign aimed at teenagers on why drivers shouldn't mow turtles down.

The first time Weaver went out to collect data on turtles, he chose a spot down the road from a big apartment complex that caters to students. He counted 267 vehicles that passed by, seven of them intentionally hitting his rubber reptile.

He went back out about a week later, choosing a road in a more residential area. He followed the same procedure, putting the fake turtle in the middle of the lane, facing the far side of the road, as if it was early in its journey across. The second of the 50 cars to pass by that day swerved over the center line, its right tires pulverizing the plastic shell.

"Wow! That didn't take long," Weaver said.

Other cars during the hour missed the turtle. But right after his observation period was up, before Weaver could retrieve the model, another car moved to the right to hit the animal as he stood less than 20 feet away.

"One hit in 50 cars is pretty significant when you consider it might take a turtle 10 minutes to cross the road," Weaver said.

Running over turtles even has a place in Southern lore.

In South Carolina author Pat Conroy's semi-autobiographical novel "The Great Santini," a fighter-pilot father squishes turtles during a late-night drive when he thinks his wife and kids are asleep. His wife confronts him, saying: "It takes a mighty brave man to run over turtles."

The father denies it at first, then claims he hits them because they are a road hazard. "It's my only sport when I'm traveling," he says. "My only hobby."

That hobby has been costly to turtles.

It takes a turtle seven or eight years to become mature enough to reproduce, and in that time, it might make several trips across the road to get from one pond to another, looking for food or a place to lay eggs. A female turtle that lives 50 years might lay over 100 eggs, but just two or three are likely to survive to reproduce, said Weaver's professor, Rob Baldwin.

Snakes also get run over deliberately. Baldwin wishes that weren't the case, but he understands, considering the widespread fear and loathing of snakes. But why anyone would want to run over turtles is a mystery to the professor.

"They seem so helpless and cute," he said. "I want to stop and help them. My kids want to stop and help them. My wife will stop and help turtles no matter how much traffic there is on the road. I can't understand the idea why you would swerve to hit something so helpless as a turtle."

ROCKFORD ? With a couple of bounds off the rim, Rockford College?s hot streak to end the year turned cold.

Scott Suchy got good looks at a pair of 3-pointers that would have tied the game in the last 30 seconds but came up short on each, and the Regents watched as their comeback did the same.

Millikin got 26 points, including 7-for-12 shooting from 3-point range, from Trent Windemuller and pulled off a 78-75 win Saturday in Rockford.

?Somehow we were still in this until the end,? Rockford senior leader Grant Olsen (12 points, 8 rebounds, 3 assists and 0 turnovers) said. ?We kept fighting, and we had a shot.?

Suchy missed the late 3s, but the junior transfer from Kishwaukee still finished with 20 points and seven rebounds. He also brought Rockford all the way back from a double-digit, second-half deficit, cutting it to one with under five minutes to play on his final trey of the day.

The Big Blue did not make a field goal in the final 1:49, and went 5-for-16 from the free-throw line in the game. But the Regents made 3-for-14 from long range in the second half, and they were unable to keep their recent surge alive.

Now Regent head coach Ryan Rebsom is hoping they can regain some of that momentum before 2013 arrives. Rockford, which closes out the year with a road game Monday in Joliet, won five of its past six to climb to .500 on the season headed into Saturday?s game.

?Yeah, well, we?ve been making steps. When this team is hitting its shots, we can beat anybody,? he said. ?But, even right now, we?re still an average defensive team, and we don?t talk enough, and we don?t do the things we have to do defensively to win these close ones.?

Graham Says No Debt Ceiling Increase Without Entitlement Reform

Senator Lindsey Graham, R-S.C., said today that he would vote no to raise the debt ceiling, if concessions to reform Social Security and Medicare were not made, despite a previous?statement by Graham to suggest that most Republicans were never willing to stomach a U.S. default back in 2011.

?Why would I raise the debt ceiling again unless we address what put us in debt to begin with? I?m not going to raise the debt ceiling unless we get serious about keeping the country from becoming Greece, saving Social Security and Medicare,? Graham said today on ?Fox News Sunday.?

Graham?s not alone. ?House Speaker John Boehner, R-Ohio, said in an interview earlier this month on ?Fox News Sunday? that House Republicans will never give up control of the debt ceiling.

?It?s the only way to leverage the political process to produce more change than what it would if left alone,? Boehner said.

Congress voted in July to avert a U.S. default as part of a larger deficit reduction package, but not before the?uncertainty cost the federal government $1.3 billion due to higher borrowing costs, according to the Government Accountability Office.

After Congress reached a deal in 2011, Graham told Politico that, in the end, Republicans weren?t willing to let the country default.

?Our problem is we made a big deal about this for three months. How many Republicans have been on TV saying, ?I?m not going to raise the debt limit?? You know, Mitch [McConnell] says, ?I?m not going to raise the debt limit unless we talk about Medicare.? And I?ve said I?m not going to raise the debt limit until we do something about spending and entitlements.? So we?ve got nobody to blame but ourselves,? Graham said.

?We?shouldn?t?have said that if we?didn?t?mean it.?

Treasury Secretary Timothy Geither wrote a letter to Congress this week warning that the United States is fast approaching its debt limit and that the country would likely default without action in the next couple of months.

Most economists believe that a U.S. default would throw the worldwide economy into chaos.

Obama Suggests Any 'Cliff' Deal Would Be Small

With less than two days remaining for Congress to reach a budget agreement that would avoid the so-called " fiscal cliff," President Obama today suggested that a small deal remains the best hope to avoid the perilous package of spending cuts and tax increases.

In an interview aired this morning on NBC's "Meet the Press" the president said if Republicans agreed to raising taxes on top income earners it should be enough to avoid the triggers that would execute the $607 billion measure. Economists agree that going over the cliff would likely put the country back in recession.

"If we have raised some revenue by the wealthy paying a little bit more, that would be sufficient to turn off what's called the sequester, these automatic spending cuts, and that also would have a better outcome for our economy long-term," he said.

Saying the "pressure is on Congress to produce," the president did not specify what income level his party would deem acceptable as the cutoff for those who would see their tax rates remain at current levels. The president has called for expiration of the "Bush-era" tax cuts to affect household earnings over $250,000 since the campaign, but has reportedly floated a $400,000 figure in past negotiations. Speaker John Boehner once offered a $1 million cut-off in his failed "Plan B" proposal, which failed to garner enough support among the House Republicans.

"It's been very hard for Speaker Boehner and Republican Leader McConnell to accept the fact that taxes on the wealthiest Americans should go up a little bit as part of an overall deficit reduction package," the president said.

Domestic programs would lose $55 billion in funding should sequestration pass, including $2 billion to Medicare and unemployment benefits. The Pentagon would take a $55 billion loss as well, or 9 percent of their budget.

Repeating remarks he made Friday after a meeting with congressional leaders, Obama said that should negotiations fail he has asked Senate Majority Leader Harry Reid, D-Nev., to introduce a stripped- down proposal to Congress for a straight up-or-down vote - if it isn't blocked.

"If all else fails, if Republicans do in fact decide to block so that taxes on the middle class do in fact go up on January 1, then we'll come back with a new Congress on January 4, and the first bill that will be introduced on the floor will be to cut taxes on middle-class families," he said of the worst case scenario. "I don't think the average person is going to say, 'Gosh, you know, that's a really partisan agenda.'"

The interview was taped Saturday while Reid and his GOP counterpart Sen. Mitch McConnell of Kentucky scrambled to their offices for a solution behind closed doors. Press staking out Capitol Hill reported little public activity from the leaders or their surrogates. If negotiations are successful, the lawmakers could introduce a bill for vote this afternoon.

Republican leaders bit back at the president's remarks. In a written statement Speaker Boehner said casting blame was "ironic, as a recurring theme of our negotiations was his unwillingness to agree to anything that would require him to stand up to his own party. "

"In an effort to get the president to agree to cut spending - which is the problem - I put revenues on the table last year, and I put them on the table again last month," he wrote. "Republicans made every effort to reach the 'balanced' deficit agreement that the president promised the American people, while the president has continued to insist on a package skewed dramatically in favor of higher taxes that would destroy jobs."

Senator McConnell's office issued this response to the NBC appearance:

"While the President was taping those discordant remarks yesterday, Sen. McConnell was in the office working to bring Republicans and Democrats together on a solution. Discussions continue today."

Regardless of outcome, talk of a comprehensive budget deal is gone and any bill would likely set up a series of smaller partisan roadblocks in the weeks and months to come. For example, if any hypothetical legislation managed to dodge tax increases for the middle class it may still not address the looming debt ceiling, which Treasury can avoid using accounting tricks for approximately two months.

A small deal may also not address the estate tax, another central point of the brinkmanship. Currently standing at 35 percent, Republicans want to leave that rate as-is after exempting the first $5 million in estate value. Meanwhile Democrats have called for a 45 percent tax after a $3.5 million exemption. Should negotiations fail, it would climb to 55 percent after a $1 million exemption after the New Year.

Oil & Gasoline Markets End 2012 with Swollen Inventory Levels

In analyzing the last EIA report of the year it is noteworthy that gasoline stocks really rose the last 5 weeks of the year. The takeaway isn`t so much that gasoline inventories rose 23 million barrels the last 5 weeks of the year, wow that is some build in inventories, but the fact that Oil inventories barely budged at all during the process.
Seasonal issues regarding tax selling in order to move as much oil through the system to avoid higher tax liabilities is primarily responsible for the higher run rates of refineries, and thus the build in gasoline inventories, but that should result in large drawdowns of oil as there is a push and pull between products and the base commodity oil. Yet we end the year slightly above the 370 million barrel mark in US oil inventories. This is actually very bearish for oil because with these gasoline builds refineries are not going to want to keep adding more gas to storage as part of the reason refiners have done so much better with their margins is by keeping low inventory levels in the products so you have what appears to be a tight market. Well, we no longer have a tight market in gasoline, so no need to draw as much crude to produce the end product. We should start to experience some rather substantial builds over the next couple of months in crude oil as refiners request less base commodity, and lower their run rates. The Rise in Domestic Production This occurrence really points to the rise in US domestic production as imports were fairly light during the last two months of the year, and we normally have substantial drawdowns with refinery run rates in the 90s, so something definitely worth paying attention to going forward into 2013. Another point on imports and domestic production is that there is a very noticeable trend on the charts; imports have trended down after July, which is what one would expect after the summer driving season is coming to an end, but domestic production starts accelerating at a sharp right angle from July towards year-end. So these are domestic projects that are strongly trending regardless of summer driving season demand, and unlike imports that are managed according to seasonal demand dynamics, i.e., ?Saudi Arabia pumps more or less depending upon the season, the domestic projects are just going full bore and on a production path to increase performance each and every month if possible. This is something new to the market because we no longer have managed supply, just as Iraq is maximizing production right now because they need the revenue, well these domestic projects are just revenue based machines, and not being managed based upon supply and demand of the end market.? I will provide two charts to illustrate this interesting phenomenon.

The Demand Picture

Another point to be made is what is happening with gasoline demand, down in the wholesale sector 2.8 percent year-on-year. With GDP being better than expected, and most believing that the economy is stronger than it was last year, this could be related to better fuel efficient vehicles on average in the US consumer fleet as the car sales were pretty good the last two years, and maybe higher prices changing driving behaviors on a more permanent basis.?

The demand chart for 2012 can be explained by the run-up and actual summer driving season, with the inevitable falloff towards the end of the year. However, many analysts have forecast that the US being a mature country is going to trend down on a longer term basis from a demand standpoint, with most of the growth coming from emerging markets, but the year over year comparison is something worth paying attention to for 2013.

?If we have a repeat deceleration in demand at the end of 2013 year comparisons then further analysis will be needed to identify potential additional reasons for slowing demand in an economy that is seemingly strengthening with a stronger housing and employment market.? Fundamentals versus Price It would be great if Wall Street actually invested and traded based upon the fundamentals, but the oil markets have long since diverged from trading upon the fundamentals, especially in the short term, and are more ripe with ?managing? price swings either through sophisticated algorithms, and ?creative? fund flows than any notion of the fundamentals. To put it non-euphemistically, basically the oil market has been rigged for years, like most markets to some extent, and is about as corrupt as it comes. All any bystander has to do is pull up a price ladder of bids and asks, known as a trading Dom, and watch all the large fake orders and other assorted order flow shenanigans used to manipulate price up and down the chart each day. However, over the long term, the markets cannot stray too far from the fundamentals, for eventually the fundamentals take precedent over the trading shenanigans, especially if there is a definable, sustained trend in the fundamentals, and it appears that we are entering a new age where the world is going to have a five year period of abundant supply. A New Era: Growing Economy with Lower Energy Prices In fact, more supply than demand, even with a robust economy, because part of the reason the world economy will be doing so well is all the global enterprises out there producing oil. It?s a good business with very high margins when compared to many other industries with the past decade of higher prices.
Consequently, even if the US economy really takes off in 2013 as some have forecasted, don`t look for demand to overtake supply in the equation. The domestic oil renaissance means that we could have a booming economy, and still have more supply than we can use each day. Thus it is actually possible to have an era with a great economy, and even lower oil prices due to the domestic oil boom.?

(AP) ? Senate leaders groped for a last-minute compromise Saturday to avoid middle-class tax increases and possibly prevent deep spending cuts at the dawn of the new year as President Barack Obama warned that failure could mean a "self-inflicted wound to the economy."

Obama chastised lawmakers in his weekly radio and Internet address for waiting until the last minute to try and avoid a "fiscal cliff," yet said there was still time for an agreement. "We cannot let Washington politics get in the way of America's progress," he said as the hurry-up negotiations unfolded.

Senate Republicans said they were ready to compromise. "Divided government is a good time to solve hard problems_and in the next few days, leaders in Washington have an important responsibility to work together and do just that," said Sen. Roy Blunt of Missouri, delivering his party's weekly address.

Even so, there was no guarantee of success.

In a blunt challenge to Republicans, Obama said that barring a bipartisan agreement, he expected both houses to vote on his own proposal to block tax increases on all but the wealthy and simultaneously preserve expiring unemployment benefits.

Political calculations mattered as much as deep-seated differences over the issues, as divided government struggled with its first big challenge since the November elections.

Speaker John Boehner remained at arms-length, juggling a desire to avoid the fiscal cliff with his goal of winning another new term as speaker when a new Congress convenes next Thursday. Any compromise legislation is certain to include higher tax rates on the wealthy, and the House GOP rank and file rejected the idea when Boehner presented it as part of a final attempt to strike a more sweeping agreement with Obama.

Yet lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up and then vote to cut taxes after they had risen.

Nor was any taxpayer likely to feel any adverse impact if legislation is signed and passed into law in the first two or three days of 2013 instead of the final hours of 2012.

Gone was the talk of a grand bargain of spending cuts and additional tax revenue in which the two parties would agree to slash deficits by trillions of dollars over a decade.

Now negotiators had a more cramped goal of preventing additional damage to the economy in the form of higher taxes across the board ? with some families facing increases measured in the thousands of dollars ? as well as cuts aimed at the Pentagon and hundreds of domestic programs.

Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of a deal to prevent them from rising on those less well-off.

Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though he said in recent negotiations he said he could accept $400,000.

There were indications from Republicans that estate taxes might hold more significance for them than the possibility of higher rates on income.

One senior Republican, Sen. Jon Kyl of Arizona, said late Friday he was "totally dead set" against Obama's estate tax proposal, and as if to reinforce the point, Blunt mentioned the issue before any other in his broadcast remarks. "Small businesses and farm families don't know how to deal with the unfair death tax_a tax that the president and congressional leaders have threatened to expand to include even more family farms and even more small businesses," he said.

Officials said any compromise was likely to ease the impact of the alternative minimum tax, originally designed to make sure that millionaires did not escape taxation. If left unchanged, it could hit an estimated 28 million households for the first time in 2013, with an average increase of more than $3,000.

Taxes on dividends and capital gains are also involved in the talks, as well as a series of breaks for businesses and others due to expire at the first of the year.

Obama and congressional Democrats are insisting on an extension of long-term unemployment benefits that are expiring for about 2 million jobless individuals.

Leaders in both parties also hope to prevent a 27 percent fee cut from taking effect on Jan. 1 for doctors who treat Medicare patients.

There was also discussion of a short-term extension of expiring farm programs, in part to prevent a spike in milk prices at the first of the year. It wasn't clear if that was a parallel effort to the cliff talks or had become wrapped into them.

Across-the-board spending cuts that comprise part of the cliff were a different matter.

Republicans say Boehner will insist that they will begin to take effect unless negotiators agreed to offset them with specified savings elsewhere.

That would set the stage for the next round of brinkmanship ? a struggle over Republican calls for savings from Medicare, Medicaid and other federal benefit programs.

The Treasury's ability to borrow is expected to expire in late winter or early spring, and without an increase in the $16.4 trillion limit, the government would face its first-ever default. Republicans have said they will use administration requests for an extension as leverage to win cuts in spending.

Ironically, it was just such a maneuver more than a year ago that set the stage for the current crisis talks over the fiscal cliff.

Japan's Aso says watching out for possible renewed yen gains

TOKYO (Reuters) - Japan is watching closely for any signs of renewed strengthening of the yen, Finance Minister Taro Aso said on Friday.

"It is certain that the excessive yen gains that had been seen until recently have been correcting, but there is a full possibility that this might change, so we are closely watching," Aso told reporters he had said on a conference call with U.S. Treasury Secretary Timothy Geithner.

He added that he had urged Geithner to do the utmost for the United States to avoid the looming "fiscal cliff" of automatic tax hikes and spending cuts, as it could have an impact not only on the U.S. economy but on other countries.

President Barack Obama and lawmakers are launching a last-chance round of budget talks before a New Year's deadline to avoid the fiscal cliff.

Since 1994's Pulp Fiction, the n-word has been an issue - not so much for Quentin Tarantino but for some of the viewers of his films. Why does he use it so liberally in his movies?

Things are no different with his latest film, Django Unchained, which opens in New Zealand on 24 January. In the postmodern, slave-narrative Western starring Jamie Foxx, Christoph Waltz and Leonardo DiCaprio as sadistic plantation owner Calvin Candie, the word "nigger," by some counts, is uttered 110 times.

Tarantino explains exactly how he feels about critics of the n-word use in Django. The filmmaker also chats with The Root editor-in-chief Henry Louis Gates Jr. about the graphic and shocking ways he chose to depict the atrocities of slavery in the film and how he conceived of Samuel L. Jackson's despicable character, Stephen, Candie's head house slave.

Henry Louis Gates Jr.: Spike Lee's on your a-- all the time about using the word "nigger." What would you say to black filmmakers who are offended by the use of the word "nigger" and/or offended by the depictions of the horrors of slavery in the film?

Quentin Tarantino: Well, you know if you're going to make a movie about slavery and are taking a 21st-century viewer and putting them in that time period, you're going to hear some things that are going to be ugly, and you're going see some things that are going be ugly. That's just part and parcel of dealing truthfully with this story, with this environment, with this land.

Personally, I find [the criticism] ridiculous. Because it would be one thing if people are out there saying, "You use it much more excessively in this movie than it was used in 1858 in Mississippi." Well, nobody's saying that. And if you're not saying that, you're simply saying I should be lying. I should be watering it down. I should be making it more easy to digest.

No, I don't want it to be easy to digest. I want it to be a big, gigantic boulder, a jagged pill and you have no water.

HLG: Well, guess what? You succeed at that. One of the things that will disturb people much more than the use of the n-word, or much more even than the horrors of slavery, was Samuel L. Jackson's amazing depiction of Stephen [the head house slave of plantation owner Calvin Candie, played by Leonardo DiCaprio]. His character, Stephen, makes Stepin Fetchit look like Malcolm X. Did you write that or did Sam riff on that? Was he improvising?

QT: Sam is a good writer. Some actors try to improvise and everything, but you know, frankly, if they're not just adding "mmms" and "aahs" or cusswords, that's actually called writing, and that's usually not what you hire actors to do. Having said that, he sprinkles the dialogue with his own little bit of Sam Jackson seasoning. But that character is on the page.

And it was actually funny, because I talked to Sam on the phone after he had the script. When Sam heard I was writing it, I think he just assumed I was writing Django for him. And I think maybe I even kind of assumed that when I was writing it earlier on.

I think my idea initially - very, very initially - was I was gonna show Django's little origin story in a couple of scenes and then hop to after the Civil War. And have it be a Sam Jackson, older character. And then I decided, no, I can't do that. I'm missing the most important part of the story. So I decided to stay with the younger character.

So as I'm talking to Sam Jackson on the phone, I go, "As you can see, I kind of went a different way with the character. You're about 15 years too old for him."

[In a Sam Jackson voice.] "Yeah, I noticed that."

"So what do you think about Stephen?"

"What do you mean, what do I think about him?"

I go, "Do you have any problem playing him?"

"Do I have any problem playing the most despicable black motherf----- in the history of the world?" [Pause.] "No, I ain't got no problem with that. No, man, I'm already in it. I'm working with my makeup guy now about the hair, the skin tone. I want this man to be fresh off the boat."

HLG: Why was it important for you to set up an opposition between the baddest black cowboy in the West, as Django, and the biggest Uncle Tom in the history of film, as Stephen? Why is that binary opposition important to your narrative structure?

QT: I've been dealing with this whole Western adventure idea [in the plot], which has been playing out for a while - and it's been playing out pretty good - and then we go through that almost "Heart of Darkness" section, the procession to the Candieland plantation, and then getting to the Big House. But then when we get to the Big House, my idea is of the plantation owner at that time that had a big industrial, architectural plantation. I mean, the fourth-largest cotton plantation in Mississippi, which is what Candie's is - that's like owning Dole Pineapple or something today. It's a big, moneymaking, commercial enterprise. And a plantation could be 40 miles long or 65 miles long or something.

HLG: Oh, the greatest economic boom in the history of the United States up until that time was from the cotton plantations in Mississippi, Alabama and Georgia.

QT: Absolutely. And when you don't have to pay workers anything, you can have a family-run corporation. So you have all these slaves that are living on the plantation, and the plantation owner actually owns them; they're his property. But then you have all the white workers who also live on the grounds with their wives and their kids. So you have an entire community living on this piece of land. And when it's big enough and you have enough people there, those plantation owners literally are kings . . .

Exactly like the way a king can own their subjects and put them to death, they can do that with complete impunity when it comes to the slaves and pretty much do that with the poor whites, just without complete impunity. They have to come up with a way to do it. But they can still do it nevertheless.

And so the thing about it is in a fairy-tale term, they're going to the evil kingdom. And Broomhilda [Django's wife, played by Kerry Washington] is the princess in the tower.

HLG: And you named that explicitly by including the tale within the tale, the myth within the myth.

QT: But when I actually got to Candieland, if we were going to really do this subject justice, we had to deal with the social strata that happens inside the plantation versus the field - the kind of upstairs-downstairs aspect of how things work between the house slaves and the field slaves.

And in the script I wrote a big description for Stephen, and I said, "He's sort of like the characters that Basil Rathbone would play in adventures and swashbucklers, where he's the evil guy who has the king's ear. And he sits at the king's side whispering in the king's ear, holding on to his little fiefdom, and manipulating everybody through intrigues of the court."

HLG: I remember those characters and hated them. So creepy.

QT: Exactly. And in Hong Kong movies, they're the eunuchs. They had the power over the emperor in that way. And literally, after describing this entire thing, I wrote, "That's Stephen to a T. He's the Basil Rathbone of house niggers."

HLG: Well, it is an award-winning performance. It is so diabolically evil and selfish and self-loathing.

QT: If I couldn't deal with the actual social strata inside the institution of lifelong slavery itself, then I wasn't really dealing with the story.

Once the debtor?s assets are sold, the trustee pays certain creditors a portion of the monies due.

Not all creditors receive monies; some creators must ?forgive? or ?discharge? the obligation. After you have?filed?a Chapter 7, and it is accomplished, you cannot file another bankruptcy for seven years. The debts that were not forgiven in the first bankruptcy, will not be forgiven in the next. The usual debts that will not be forgiven are alimony, child support and taxes. Student loans are seldom forgiven or discharged, as well, so if your debt falls into these categories, Chapter 7 bankruptcy is not your best option. You need a Chapter 13

Chapter 12 and 13 are basically the same, however, Chapter 12 deals with farmers with a regular income and Chapter 13 deals with?individuals?with a regular income. Your income has to be reliable and steady, and your debt has to be under $269,250 in unsecured debt and $809,750 in secured debt. Then, the debtor and the trustee developed a proposal for a repayment plan to all your creditors.

The court has the final say, as to where the funds go, and the repayment procedure can last for three to five years. The reason that debtor file for a Chapter 11 or a Chapter 13 is because they do not have to liquidate their assets and can keep everything. In addition, the debtor is only paying a percentage of what he or she owes, 30 to 50 cents on the dollar.

For a Chapter 11, the limit of indebtedness is not challenged. The Chapter 11 was originally intended for cooperation?s and businesses. The feature is basically the same as in the other bankruptcy chapters, but the trustee of the client in Chapter 11 is able to operate the debtors business. The business owner is now able to reconstruct his business, acquire financing and loans, reject and cancel contracts. The business owner is also protected against other liquidation threats. There is a reorganization of the business and personal assets and debts. A Chapter 11 filing may be over in a few months or in several years, depending on the complexity of the bankruptcy case.

Which chapter of bankruptcy you chose depends on your individual financial situation. Look into all your options, your financial dilemma may be fixed by debt counseling without the need for bankruptcy. Go to a debt counselor first; get a list of your income and expenses, as well as, your assets. If it is decided that bankruptcy is your only choice, than chose the chapter that suits you best.

HOUSTON (AP) ? Former President George H.W. Bush remained in guarded condition overnight in the intensive care unit at a Houston hospital after a day marked by "a series of setbacks including persistent fever," according to his spokesman.

In a brief email Wednesday, Jim McGrath, Bush's spokesman in Houston, said the 88-year-old former leader had been admitted Sunday to the ICU at Methodist Hospital. McGrath said Bush, the oldest living former U.S. president, was alert and talking to medical staff, adding that doctors are cautiously optimistic about his treatment.

No other details were released about his medical condition, but McGrath said Bush is surrounded by family.

Bush has been hospitalized since Nov. 23, when he was admitted for a lingering cough related to bronchitis after having been in and out of the hospital for complications related to the illness.

Earlier Wednesday, McGrath said, a fever that kept Bush in the hospital over Christmas had gotten worse and that doctors had put him on a liquids-only diet.

"It's an elevated fever, so it's actually gone up in the last day or two," McGrath told The Associated Press. "It's a stubborn fever that won't go away."

But he said the cough that initially brought Bush to the hospital has improved.

Bush was visited on Christmas by his wife, Barbara, his son, Neil, and Neil's wife, Maria, and a grandson, McGrath said. Bush's daughter, Dorothy, was expected to arrive Wednesday in Houston from Bethesda, Md. The 41st president has also been visited twice by his sons, George W. Bush, the 43rd president, and Jeb Bush, the former governor of Florida.

Bush and his wife live in Houston during the winter and spend their summers at a home in Kennebunkport, Maine.

The former president was a naval aviator in World War II ? at one point the youngest in the Navy ? and was shot down over the Pacific. He achieved notoriety in retirement for skydiving on at least three of his birthdays since leaving the White House in 1992.
