Today, Uzbekistan?s upper house of parliament approved a new bill banning any foreign military bases on its territory in what appears to be an effort to appease regional power Moscow.
The bill still has to be signed by Uzbekistan?s president. But it appears to quash growing rumors that Tashkent may allow the US to open a military base in Uzbekistan to replace the major air base in neighboring Kyrgyzstan, which is due to close in 2014. It also raises questions about Uzbekistan?s support of the NATO-led operation in Afghanistan.
The proposed bill will have an impact on US-Uzbekistan military cooperation, says Joshua Foust, an expert on Central Asia. "Uzbekistan has never been friends with the US per se. And this decision can be explained by Uzbekistan's desire not to be portrayed as an American puppet," he says.

Uzbekistan left the Collective Security Treaty Organization (CSTO), a Russia-dominated post-Soviet security alliance, in June. Because CSTO members cannot host a foreign base without consent from the rest of the members many interpreted Uzbekistan?s decision as a step forward to open a US base there. The growing number of visits to Tashkent by US diplomats and high profile state officials seemed to support this view.
Moscow has been expressing concern over Uzbekistan?s rapprochement with the US, and Russian media have been publishing reports about the ?New Great Game,? a struggle for the influence in Central Asia.
?Uzbekistan should analyze all repercussions of widening military cooperation with the US,? reported Russia?s popular daily newspaper Kommersant. Regional media reported that the reason for US Assistant Secretary of State Robert Blake?s visit to Tashkent earlier this month was aimed at securing an agreement on a US base there.
Though Secretary Blake told journalists that the US had no intention of opening a military base in Uzbekistan, his statement didn?t stop speculation.
Uzbekistan hosted an American air base in Karshi Khanabad after 9/11. But when the Bush administration criticized the government after the Andijan massacre in 2005, where Uzbek National Security Service troops fired into a group of protesters killing at least 187 people, the Uzbek government demanded the US vacate the base.
WARMING RELATIONS WITH THE US
What has happened since then has puzzled and angered human rights activists: Relations between the West and Uzbekistan have steadily improved, and all sanctions imposed on Uzbekistan after 2005 have been lifted one by one, despite its poor human rights record.
One possible reason is that the West has been increasingly dependent on Uzbekistan?s support of the war in Afghanistan. When Pakistan closed the main NATO supply route in November, the Northern Distribution Network (NDN), a route that relies on Uzbekistan, took up the slack ? about 75 percent of all non-lethal cargo was shipped through the NDN supply route mostly via Uzbekistan. And though the NATO supply route was reopened this summer, a significant portion of materiel is expected to exit Afghanistan via Uzbekistan.
However, it appears as though this new foreign policy decision is aimed at appeasing Moscow, says Sanat Kushkumbaev from the Kazakhstan Institute of Strategic Studies.
?Uzbekistan didn?t make public the entire document, only some bits including the part on foreign bases. This only shows that Uzbekistan is trying to send a message to Russia and its neighbors that Tashkent is not going to make a U-turn and host US bases on its territory.?
Russia is an important trade partner, and its political influence in Central Asia is very strong, so the latest move could simply be Uzbekistan attempting to balance its relationship with Russia.
Still, it does raise some questions on the future of Tashkent?s military cooperation with the US and NATO.
MAY NOT BE WHAT IT SEEMS
Experts say it will take some time to see what the ban will mean in practice. Some say the ban on foreign bases might not affect any current contracts with the US. Some observers even suggest that Uzbekistan may still consider hosting a base, but use another name for it and point to the case of the Manas base, which was renamed as a Transit Center after the Kyrgyz government threatened to close it.
Some observers say the new bill may actually signal that Tashkent wants to negotiate the price of its services as Kyrgzstan did in 2009. It may also be looking to raise the fee for the transit of goods going to and from Afghanistan via NDN. This supply route is already proving to be costly and according to the US Senate?s Committee on Foreign Relations, in comparison to the Pakistani route, each truck shipped via NDN costs about $10,000 more.
Tashkent-based political analyst Farkhod Tolipov says Uzbekistan's ban is in an effort to prevent militarization in the region. "Any new base will only lead to a geopolitical competition."
But ultimately, he says, "Uzbekistan wants to portray itself as an independent actor in international relations and respond to all sorts of rumors around its foreign policy [including] the US base."

?Today?s investments will increase opportunities for children and youth to participate in sports and recreational activities that are safe, fun, fair and healthy,?
said Parliamentary Secretary Carrie.
The first project, Sport Safety and Injury Prevention in Community Sport, will increase injury prevention knowledge among sport and recreational leaders of children and youth ages 5 to 19 who are involved in community soccer programs through the development of information, resources and tools.
?Parents and coaches play an important role in helping children and youth learn ways to stay safe from injury,?
said Lynda Cannell, President and CEO of SportMedBC. ?With soccer being one of the highest participation sports in British Columbia, this project is well positioned to reduce the risk of injury among young players.?
The second project, You?re Probably Not Expecting to Need a Helmet Today, will develop an awareness campaign to reduce the number and severity of injuries sustained by youth aged 13 to 19 ?by promoting helmet use in individual sports and recreational activities where helmet compliance is low.

For rooms lacking natural light, nix the fluorescent lights and consider investing in an incandescent or warm-colored desk lamp and a floor lamp to increase ambient light. ?Light represents yang energy, which promotes feelings of happiness and inspiration,? Chin says.
Window Treatments: A room with a view is a major plus, but be careful how you dress them up. Rickety window treatments aren?t just an eyesore. According to feng shui, they can be a source of unrest. Kasai?s feng shui consulting firm suggests choosing soft curtains or fabric shades instead of wood, metal or plastic blinds to create a more comforting or intimate environment ? privacy guaranteed.? ?
Clutter: The first step to a happier home is clearing the clutter ? stat! Living in disarray can manifest in stagnant or dead energy, Chin says. In a clear and organized space, energy can flow freely and feelings of guilt and unrest might vanish too, Kasai says. And when it comes to love: ?If you want to nurture new relationships, now is the time to get rid of those old photographs of ex-boyfriends or girlfriends under the bed,? Kasai says.
Artwork: No Picassos? No problem. The key to successfully decorating a space is to display only what?s truly meaningful and inspirational to you. ?By using feng shui,? Chin says, ?we?re using tools that help people become more conscious about how the space relates to them.? (On the flip side, be sure to take down reminders of unsuccessful projects or failed relationships, which can deplete energy and stir up feelings of inadequacy.)
Electronics: Not everything is fit for the bedroom (treadmills, TVs, and PCs, we?re looking at you!). Electronics, big and small, can emit currents capable of disrupting sleep (though every individual will respond differently). When in doubt, move as many gadgets away from the bedroom as possible, and whatever must remain, keep at a minimum two feet from the bed, preferably in the ?off? position.
Plants: Even city folks can benefit from a hint of nature in their space. According to Chinese tradition, plants represent growth, prosperity, and good luck. Looking to grow a business or ace an exam? Try a small bamboo plant on the desk (or any plant or flower with upward pointing energy) for a boost in the right direction. If serenity?s the goal, opt for rounded over spiky leaves for a more calming effect, Chin says.
Mirrors: Vanity has a time and a place ? and ideally that?s not in the bedroom. Mirrors are believed to double activity, stirring up more energy than optimal for an area of rest, Kasai says. The solution: Move floor length mirrors behind the closet door, or at the very least, not facing the bed. This can be disruptive ? even startling ? and according to Chinese superstition, seeing your reflection alone in bed might make it so for the long haul. (Eek!)
Color: Love racecar red? Before dousing a room in it, feng shui experts suggest using your birth date to determine which of the five elements you fall under: wood, fire, earth, metal, or water. ?If you?re a fire energy person, green might help balance you,? Chin says. ?If you?re a wood energy person, blue might create a more harmonious space.? In general, yellow and orange can optimize liveliness and cheerfulness, whereas blues and lavender can help soothe stress. And when it comes to overall peace and stability, earth tones may be best.
All chilled out and ready to go? Before applying feng shui from floor to ceiling, remember it?s not a cure-all for each and every one of life?s challenges. ?Feng shui is not just about placing mirrors and plants,? Chin told me. ?It?s much more about using the space as a way to teach us to be more conscious of creating balance in our lives.? Harmony can come from anywhere, and having an open mind ? and a space to call your own ? may be the best place to start.

Tropical Storm Isaac is now Hurricane Isaac.
The slow-moving storm, with maximum sustained winds of?75 mph, achieved hurricane status at approximately 12:20 p.m. ET on Tuesday, the National Hurricane Center said:

The Category 1 hurricane, positioned about 160 miles southeast of New Orleans, is moving northwest at 10 mph. Isaac is expected to make landfall late Tuesday or early Wednesday on Louisiana's Gulf Coast.
Wednesday marks the seventh anniversary of Hurricane Katrina, which devastated New Orleans and the Gulf Coast in late August 2005.

Earlier Tuesday, President Barack Obama warned Gulf Coast residents in Isaac's path not to "tempt fate" by ignoring government warnings?including possible calls to evacuate?as he detailed his administration's preparations for the powerful storm. "Now is not the time to tempt fate, now is not the time to dismiss official warnings," Obama said in a statement in from the White House before embarking on a campaign trip to Iowa and Colorado. "You need to take this seriously."
The hurricane warnings that were posted the northern Gulf Coast continue, while hurricane watches are have been extended as far west as Intracoastal City, La.
And while Isaac doesn't have the winds of Katrina, the storm is expected to dump more than 20 inches of rain in Louisiana, forecasters said. And according to the National Hurricane Center, a storm surge between six and 12 feet could threaten the northern Gulf Coast if the storm makes landfall during high tide.

On Monday, President Obama declared a state of emergency for Louisiana, a day after Gov. Bobby Jindal declared ordered voluntary evacuations of more than a dozen parishes. Governors in Alabama and Mississippi declared states of emergency, too.
Federal Emergency Management Agency director Craig Fugate said there has been too much focus on New Orleans bracing for Isaac on the anniversary of Katrina, and not enough on the rest of the area in Isaac's path.
"I think people need to understand this is not a New Orleans storm," Fugate said. "This is a Gulf Coast storm."
Isaac was blamed for as many as seven deaths in Haiti on Saturday and forced the delay of the start of the Republican National Convention in Tampa, where GOP leaders are still mulling how to hold a convention as a hurricane concurrently thrashes the Gulf Coast.

Describing myself as a planner is a strong understatement. There should probably be a diagnosis for the extent to which I meticulously outline as many areas of my life as possible. It all boils down to a desire for control and to be ?hyper-responsible? (a term I once read in article that fits me perfectly). My life, however, has recently shifted into high-gear and left me without enough hours in the day to plan my every waking moment, but what frustrates me to no end is that I feel I now have more things that NEED to be planned than ever!
At school, I?m planning weekly lessons, IEPs and their associated meetings, and a presentation at an upcoming conference. I also have taken on a night job teaching an introductory special education course at a local college, which begins this week. Outside of work there?s Sunday school lessons, activities for the youth group, and, last but not least, a wedding. Wow, I really need to transition to the next paragraph before I have a nervous breakdown!
Despite the current hectic nature of my life, I obviously always make time to write weekly lessons plans for my class. Do they get done the Thursday before like in the past? No way. But I always have my lesson plan book filled out and ready to roll by Monday. The first half of last week, I was really beginning to notice that my students, especially the new sixth graders, were settling in very well to the new school and classroom. All my students were doing well with our routine and classroom expectations, and the lessons and activities I had planned were being carried out.?
Thursday, however, was one of those days that you only survive by praying. I have two students in my class who face very difficult circumstances at home. As most teachers know, what happens at home doesn?t stay there; it affects the child at all times. On Thursday, it was as if both of these students were at their limit of what they could handle. Both were anxious, easily angered, and aggressive. This soon turned to non-compliance, verbal and physical outbursts, and arguments with other students. There were behavior specialists and case managers in and out of the room. My other ten students were obviously affected, as well. I feel like me and my assistants spent that school day just trying to reestablish peace in our classroom.
There was some improvement on Friday, but things were still not what I consider ?back to normal.? When I was preparing lessons last weekend, I didn?t plan for Thursday and Friday to go like they did. I didn?t set aside time in the plan book for calling parents, talking one-on-one with my students who were having difficult days, or consulting with other professional about how to help my kids.?
To state the obvious, not all of my precious lesson plans were accomplished. By Friday afternoon, that was beginning to bother me. There were about 40 minutes of class time left before my students were going to enjoy a snack they had prepared earlier in the day as part of life skills instruction. I glanced at my plan book to inventory the things that had gone undone the past two days, but, oddly enough, none of them seemed very appealing to me.
Then a random idea popped into my head. We had been discussing a NASA space rover that recently landed on Mars all week in class and my students had drawn pictures of what they thought photos taken by the rover might look like. My idea was to get out my video camera and allow each student to come up in front of the class, share their drawings, and answer two interview questions: ?What do you think the rover will see?? and ?Why do you think it will see that??
It was amazing! My students? eyes lit up just listening to me explain the activity. They all gave their presentations, listened to each other, smiled at the camera, and applauded their fellow classmates. It was one of the most beautiful moments of my short teaching career thus far. I look forward to letting the students watch their videos and am sure I will be watching them again, too.
I have to share my favorite answers to the interview questions. One of my very talkative students showed his four drawings and explained that he thought the rover would see ?lots of rockets and habitats on other planets with aliens.? When I asked why, he thought for a second and then responded very confidently, ?Because it?s a fact.?
What did I learn from all of this? I can?t perfectly plan for days like Thursday and Friday. My students? well-beings come before my lesson plans on those types of days. I also learned that sometimes the greatest moments are the unplanned ones, those times as a teacher when you just feel a nudge to veer off your lesson plans and share an amazing moment with your students. Sometimes my plans aren?t the best ones. I?m thankful for days like Thursday and Friday; it?s days like those that make me a better teacher, a better person, and remind me that I do have the best job ever.

When it comes to cooking, grocery shopping and playing with children, American moms with full-time jobs spend roughly three-and-half fewer hours per day on these and other chores related to their children's diet and exercise compared to stay-at-home and unemployed mothers, reports a new paper by a Cornell University health economist.
Male partners do little to make up the deficit: Employed fathers devote just 13 minutes daily to such activities and non-working fathers contribute 41 minutes, finds the study, which will be printed in the December issue of Economics and Human Biology.
The findings are consistent across socio-economic lines measured by the mothers' education, family income, race and ethnicity.
To make up for this time deficit, working mothers are significantly more likely to spend time purchasing prepared foods -- takeout from restaurants or prepackaged, ready-to-eat meals from grocery stores -- which are generally less nutritious than home-cooked meals.
"It's inaccurate to pin rising childhood obesity rates on women, given that husbands pick up so little of the slack," cautioned lead author John Cawley, professor of policy analysis and management and of economics at Cornell's College of Human Ecology.
The study does not prove that employment alone drives the way mothers spends their time. "For example, mothers who choose to work might be those who enjoy cooking less and who would cook less whether working or not," Cawley said.
He added that working mothers produce additional benefits for children such as more money to provide for family needs.
"It's important to remember that we can take steps to enhance childhood nutrition and physical activity without advocating that women exit the workforce," Cawley said. For instance, the authors argue, parents should be better educated about the nutritional content of restaurant and prepackaged foods. "In order to make more informed decisions, consumers need to have nutrition and calorie information available where they buy their food," said Cawley, who noted that federal health care reform rules will soon require chain and fast-food restaurants nationwide to post calorie counts of the foods they sell.
Cawley noted that schools shoulder a greater burden for supporting healthy lifestyles.
"Our findings underscore the importance of schools offering high-quality foods and physical education classes," he said. "In general, the Institute of Medicine and the Centers for Disease Control and Prevention are urging comprehensive changes in school environments to promote healthy eating and active living."
The research was funded by the Cornell University College of Human Ecology's Institute for Health Economics, Health Behaviors and Disparities and by the Shanghai University of Finance and Economics.

In Texas, a growing number of parents of children who have special needs have decided to opt-out of having their child attend the public schools. This is largely due to the sheer frustration that parents are feeling from their attempts to have their children's needs met at the public schools.
How do you choose which school to send your child to? This decision making process is one that all parents have to go through. Parents of children who have special needs in Texas are leaving the public school system. They are finding the lack of resources available to students who have special needs in the public schools to be problematic.
The numbers say a lot. According to the Texas Education Agency, the number of high school students who left the public schools, and became home schooled, increased 50% from 2003 to 2010. The total number of high school students who left the public schools was around 2,040. Students in middle school or high school who were in Special Education who left the public school system to attend a private school increased 75% in the same span of time.
Texas has a diagnosis rate (of students who should be receiving Special Education assistance), that is the lowest in the nation. Texas is at an 8.8% of identifying students who have special needs. This makes it really difficult for a parent to be able to have their child's needs met within the public education system.
According to the President of the Texas Home School Coalition, Tim Lambert, "Parents just get frustrated with the bureaucracy of the public school". He says they are "voting with their feet" by removing their children from the public school system.
I find this situation to be incredibly sad. What happens to the students who have special needs whose parents are unable to afford to pay for a private school education? Do those students go through the public school system without having their needs accommodated for? That sounds like a violation of the Individuals with Disabilities Education Act.
Perhaps the state of Texas is using a "loophole" to avoid having to provide appropriate educational accommodations and instruction for students who have special needs by failing to identify them in the first place. If you don't have an accurate account of how many students in the public schools should be part of the Special Education program, it becomes possible to "hide" how badly the public school system in Texas is failing to meet their needs. Something is obviously very wrong when parents are pulling their kids out of the public school system in record numbers.

Michael Dorn is eager to talk. He?s got a new project in the works that will take the participation of his fans across the world to help make a reality. Dorn first mentioned the enterprise to StarTrek.com during the recent Creation Entertainment Official Star Trek Convention in Las Vegas earlier this month and then, right after he returned from the convention, he jumped on the phone for an extensive interview in which he talked about his years as Worf on The Next Generation and Deep Space Nine, TNG?s 25th anniversary, his recent stint on Castle, upcoming film work, and that in-the-works project, which is a Kickstarter campaign to raise the $750,000 necessary for him to produce, direct and star in Through the Fire, a romantic comedy feature that would co-star such Trek alumni as Marina Sirtis, Armin Shimerman, Nana Visitor and Robert Pine. Below is part one of our interview with Dorn, and check back tomorrow to read part two.
You just got back from the big convention in Vegas. You?ve not been doing a lot of convention appearances the past few years. So, how did you enjoy that? And with TNG?s 25th anniversary approaching, how many more reunion cons are in your near future?
Dorn: I haven?t been doing that many, that?s true. In fact, this year is the first year I?m doing as many as I used to do, and that?s because of our 25th anniversary. It?s very interesting. We always knew that the fans were loyal and all of that, but I think it?s been a real shock to the promoters how big the reunion conventions have been. The first one was in Calgary and they sold out all the tickets within 24 hours and had to put more tickets on. We were in an arena with 6,000 people or something like that. They?re shocked by that. We?re not shocked by it, but because of that, we?re doing more. At this point in my life, these are things I can do. They don?t take a lot of time. You go to cool places. All of us or a lot of us are there. So it?s become a lot more fun than it was before. Before, I did them, but I missed a lot of things in my life in terms of people?s birthdays and anniversaries and parties, because the conventions are always on the weekends. So I stopped because I really wanted to get back in touch with my friends and family. Now, though, I have some more time and I?m doing some more of them. I think we, as a group, are doing at least three more this year. There?s Austin, Dragon-Con and then San Francisco. And then I think we have four scheduled for next year already.
How much does it freak you out that it?s 25 years since you started work on TNG?
Dorn: It?s surreal. It really is. It doesn?t feel like 25 years. The only time you know it?s 25 years is when you look at people?s kids who were two or three years old and now they?re out of college and working and getting married. Then you kind of go, ?Whoa.? But otherwise, it?s an amazing thing. What I reflect on, just speaking for myself, is how close we?ve been all these years. It just doesn?t happen like that in this business. You have people in your life that you?ve known for 25 years, but it?s not usually people you worked with. These people are still in my life. I still have a ball with them when we?re together. That?s more than just surreal; it?s really special and I always feel extremely fortunate to have been in Star Trek at all.
Be honest: when you won the role of Worf, did you think, with an ensemble so big, that you?d be given the time and space and the scenes with which to evolve the character?
Dorn: No. I basically took it a day at a time. My main thing was getting the part right and being as good as I can. I just didn?t think about the future like that. It was a little rough at first because people were getting their footing, the actors, the producers, the crew. Everybody was running around. They were doing their jobs, but you could tell they were trying eke out their future, basically. You want to be friends with Data. You want to be friends with Geordi. You want to be friends with Picard. You want to align yourself with all these people because their feeling is the writers write relationships and, if you have a relationship, they?ll write more of the relationship for you. Personally, I just went, ?Who cares? I?m going to be this strange, mean, pissed-off guy.? Fortunately, the writers took off with that. All that stuff they wrote about Worf being an orphan and being raised by Russian parents, that?s all the writers? stuff. I didn?t do anything about that. I just gave them what the character was, and that was it.
We are not going to ask you to go through TNG and DS9 episode by episode, but what were the developments that intrigued you/challenged you most as an actor during your time on the two series and what was a storyline you wish had never been broached?
Dorn: The one challenge was the son, having a son, because Worf was not a great father. He basically shoveled his son off to someplace else. That was a big challenge and the episodes were pretty good. The evolution of Worf was great, especially on Deep Space Nine. It was just fantastic. The father thing, I thought, was a real challenge. What do I wish was not broached? People may expect me to say the Worf-Troi romance, but I actually liked that. I felt that was a good thing because Troi was so not like Worf. That worked for me, but Marina didn?t, of course. She and Jonathan (Frakes) just go, ?Oh, that was stupid. We hated that.? There wasn?t anything, really, that I wish they hadn?t done. There was an episode I wish they hadn?t done, but luckily I wasn?t in it. That was ?Code of Honor.?
Your latest project is something you actually have been working on for years. You even shot a pilot about 10 years ago. Tell us about Through the Fire?
Dorn: You?re right, it?s something we started a while ago and we?ve been trying to get it produced for a long time. It went from a sitcom that we were pitching to a feature film. People I knew, producers, said, ?Michael, this works better as a feature.? So I rewrote it with my partner, Anne-Marie Johnson, and it turned out very well. We?re really happy with everything, but, as you know, getting things produced is brutal. It?s a crazy business. The one thing that was more important to me than anything else was to be able to do it without a lot of studio people telling me what to do or what not to do. I really want it to be on my own terms. The only way to do that is to raise the money yourself. There are a couple of guys I know who had projects, and they went on Kickstarter to raise the money to get them done. Some did it for albums they were producing. Some did it to get startup money for a product they wanted to bring to market. And they did very well on Kickstarter. They got a lot more money than they thought. I was talking to them and they said I should try to raise money for a Through the Fire movie on Kickstarter, and I thought, ?Why not?? The way Kickstarter works is that people aren?t just giving money and that?s it. They get incentives for that money. It sounded very interesting. It sounds like a way to get funding for small movies without having to go through the studio system.
Let?s break some of that down. What?s the basic premise of Through the Fire? And would you also direct and star in the film, as you?d done with the TV pilot you shot?
Dorn: Yes, if it goes, I?ll direct and star in it. The basic set-up is that two dazzling New York urbanites get set up on the worst blind date ever. He?s a theater critic and she?s a theater actress, and they?re both fairly well known. They?re not famous, but well known. They?re successful, smart and erudite, but they?ve never been able to find relationships, and their friends have had it with them. And this is the last straw. It?s like these are the last two people in New York not in a relationship. So we?re set up and what comes out of that relationship is more than just, ?Oh, it?s a love connection.? They realize that when a relationship would end or wouldn?t go well, that they could always retreat into their work. That was always the safety net, work and their friends. They were so busy they couldn?t think too much about it. What they discover is that they really care so much about each other that the work has to come second, not first, and that doesn?t sit well with either one of them.
